There is momentum building for electronic health records. There are now opportunities to improve the efficiency of the medical office while reducing costs and providing better care to patients. Providers may soon be encouraged, through incentives or otherwise, to participate in one or more Health IT initiatives. Furthermore, there is widespread consensus that information technologies of various kinds will play a central role going forward. This publication is a guide for Practitioners that helps them understand the implications of migration to electronic records and the enhanced privacy and security rules that accompany ARRA and the HITECH Act. The Survival Guide (SG) attempts a “forest from the trees” overview of the HIPAA Privacy and Security rules, and also includes a general overview of the HITECH Act as it pertains to these rules. Carlos and Deborah Leyva chose to write about these rules from a practical perspective because the Obama administration's push for electronic health records (EHRs) will shine a new light on HIPAA compliance. This effort began as a tool for our own use and we subsequently decided that the community at large might benefit as well.
